Weak vs. strong escalation

Weak: Server still down, please check.
Strong: Escalating: srv-1042 (C12 U18) link down since 13:40. Power OK. Cleaned/reseated fiber, swapped known-good cable and optic, alternate switch port also down. Device-side NIC suspected. Need remote console check or NIC replacement approval.
